GOST-R was Russia’s national product certification system, confirming that a product meets applicable Russian safety, quality, and performance standards before it can be sold or imported. Following the formation of the Eurasian Economic Union (EAEU) — Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan — many product categories have moved to the unified EAC (Eurasian Conformity) mark, which now supersedes GOST-R for goods covered by EAEU Technical Regulations. GOST-R certificates and declarations still apply for product categories not yet harmonised under an EAEU Technical Regulation.

Form of conformity assessment: depending on the product, this is either mandatory certification (involving a certification body, factory audit, and product testing) or declaration of conformity (manufacturer self-declares based on their own or an accredited lab’s test evidence, registered with an accredited body).
Common product categories requiring certification/declaration: electrical and electronic equipment, machinery, toys, textiles and footwear, food-contact materials, cosmetics, construction materials, and low-voltage equipment.
Typical timeline: 3–6 weeks for declaration-based products; 2–4 months for full certification involving factory audits, depending on product complexity and testing scope.
Step 1 — Regime and standard identification
We determine whether your product falls under an EAEU Technical Regulation (requiring EAC) or remains under the legacy GOST-R system, and identify the applicable standard(s).
Step 2 — Conformity assessment form
Based on the product category and applicable regulation, we confirm whether certification or declaration of conformity is required — this is fixed by the regulation, not a choice.
Step 3 — Authorised representative appointment
As a non-resident manufacturer, you’ll need an entity registered in the EAEU (an authorised representative, importer, or local subsidiary) to hold the certificate/declaration and take responsibility for compliance within the territory.
Step 4 — Documentation and technical file submission
Product specifications, technical drawings, manufacturing process description, and any existing international test reports are compiled and submitted to a certification body or testing lab.
Step 5 — Product testing
Samples are tested at an accredited lab against the relevant GOST or EAEU Technical Regulation standard — safety, EMC, mechanical, chemical, or performance testing depending on product type.
Step 6 — Factory audit (for mandatory certification only)
For higher-risk product categories, the certification body inspects the manufacturing facility to verify consistent production quality and process control.
Step 7 — Certificate/declaration issuance
On successful testing (and audit, where applicable), the certificate or declaration of conformity is issued and registered in the unified state register, valid typically for one to five years depending on category and scheme.
Step 8 — Marking and labelling
The GOST-R or EAC mark is applied to the product and packaging, along with required labelling in Russian — including manufacturer details, certificate/declaration number, and safety information.

For regulated product categories, GOST-R/EAC certification or declaration is a legal precondition for import, sale, or customs clearance across Russia and the EAEU — without it, goods can be held at the border or barred from sale.
Access to the full Eurasian Economic Union
An EAC certificate or declaration, where applicable, is valid across all five EAEU member states from a single assessment — significantly wider market access than certifying for Russia alone.
